Founded on September 5, 1985, Shanghai Family Planning Association (SHFPA) is a non-profit organization advocating family planning and reproductive health. Under the high attention of Shanghai municipal government, SHFPA and its citywide branches have been devoting to assisting the government to address the issue of population comprehensively by adhering to the scientific outlook on development, taking innovation as driving force, setting the needs of people as working goal, and attaching great importance on capacity building. Therefore, SHFPA is hailed as a bridge linking the government and childbearing-age people and planned-parenthood families, and also as a driving force in promoting the long-term balanced development of population.

SHFPA members at all levels keep in mind the tenet of r "serving childbearing-age people and planned-parenthood families wholeheartedly", adhere to the principle of self-education, self-management and self-service, and fulfill the functions of "leading, publicity, service, supervision and communication". SHFPA has formed its featured work contents and brands in terms of serving the overall interests, caring the people's livelihood, improving the quality of newborns, and dealing with the aging society. Since its excellent work among nationwide FPAs, SHFPA has been granted the "Outstanding Contribution Award" by China Family Planning Association.

"Five Cares" Campaign
"Five Cares" Campaign is one of the public welfare plans focusing on reproductive health and planned parenthood to benefit families practicing family planning policy. For improving and ensuring the people's livelihoods, all citywide FPAs abide by the working philosophy of " advocating the government, mobilizing the society, and implementing the projects", and give"Five Cares" a high priority in its work agenda targeting "planned-parenthood families in difficulties or hardship, childbearing-age people in need of reproductive health information and services, the group of only child, girls, and grassroots family planning staffs and volunteers"

To meet the practical needs and vital interests of most people, SHFPA has implemented a series of programs targeting only-child families in difficulties or hardship, community-based young people, migrant workers and their children, and empty-nesters. Featured brands of SHFPA have been cultivated as " big caring platform with small programs", and "Each district or sub-district/town has an own brand caring program ".

Aiming to help poor mothers and boost families well-being, SHFPA adheres to the principle of "establishing local projects in Shanghai, cooperating with domestic western areas, and managing to contribute to the whole country ". SHFPA has set up a practical mechanism of " providing small grants directly to each recipient who will be helped to cast off poverty through labor and then return the funds to support a new recipient". New type projects are also constantly explored in order to help more poor mothers.

SHFPA strengthens cooperation with multi-sectors and sets itself as the role of "meeting the needs of people based on the FPA's competency. SHFPA has set up the special assistance funds for providing financial aid and spiritual consolation to the only-child families in difficulties or hardship. This is just as a bridge full of love for building a harmonious society.

In order to improve the self-protection awareness and anti-risk capacity of planned-parenthood families, SHFPA develops special insurance plan for only-child families, sets up the working mechanism of "led by government, implemented by FPA, operated in market and participated voluntarily" to perfect the benefit-oriented mechanism of population and family planning work.

Adolescent Reproductive Health Education

Fully taking advantage of its human resources and organizational network, as well as applying the successful experiences and chievements of international cooperation projects, SHFPA devotes to promoting community-based adolescent reproductive heath especially focusing on migrant unmarried young people, and manages to create youth-friendly social atmosphere for reproductive health education.

Grass roots Self-Governance

For exploring to establish a long-term mechanism of grassroots self-governance, SHFPA mobilizes its members to participate in social affairs. Fully taking advantage of the grass roots FPA member clubs, SHFPA has been leading and guiding the masses to exercise their democratic rights, participate in democratic management and supervision, report their appeals in line of laws, thus to ensure the rights and interests on family planning.

Floating People FPAs

SHFPA advocates to establish FPAs among floating people in diversified ways in order to strengthens service and management to floating people. SHFPA has formed a work situation of "linking multi-sectors by FPAs and making concerted efforts to serve the floating people".

FPA Volunteers

By carrying forward the spirit of dedication, friendship, mutual assistance and making progress, FPA volunteers have played the significant role of leading, publicity, service, supervision and communication to make great contributions to propagandize population policy, stabilize low birth rate, and improve the population quality.

International Communication and Cooperation

SHFPA carries out international communication and cooperation on population and family planning. By interpreting China's family planning policy, implementing joint projects, and organizing training workshops together, SHFPA has devoted to enhancing friendship with FPAs in other countries and relevant international organizations, and has fully showed the new features of population and family planning work in Shanghai .
